Prioritizing Gender and Climate Change in Municipal Budgets in the Philippines

In February, PAI’s Vice President of Research Roger-Mark DeSouza met with Partners in the Philippines to identify new opportunities for potential collaboration around population, health and the environment. PAI works with The Philippine Partnership for the Development of Human Resources in Rural Areas (PhilDHRRA). PhilDHRRA is a network of 67 NGOS working in rural communities all over the Philippines. PAI provides small grants to three PhilDHRRA members that are focused on budget accountability for gender and climate change in two municipalities  To help advance this work, PAI spent the day with partners reviewing local good governance initiatives and brainstorming about the challenges of accountability tracking.

While in the Philippines, De Souza also screened PAI documentary Weathering Change and gave a keynote address at a meeting at the University of the Philippines in Tacloban.

The meeting was on the heels of three important policy developments in the Philippines which are linked to family planning. The first is the passage into law of the reproductive health bill which advocates have been working towards for 14 years.The second is the release of the national State of the Population report whose theme is Population, Health and Environment and finally, the enactment of the first population health and environment ordinance by a local government unit in a municipality in the province of Leyte.
