Legislative Policy Analyst

Position Description: The Legislative Policy Analyst will advocate to U.S. Congressional and Executive Branch policymakers to increase political and financial support for international family planning and reproductive health (FP/RH) programs; and promote linkages and awareness of the importance of FP/RH programs to other foreign assistance and development initiatives, including HIV, maternal health and women’s empowerment.  This work will entail: lobbying, drafting advocacy materials, representing PAI and liaising with external stakeholders, planning events and building partnerships in target districts, and actively contributing to the design and implementation of strategic initiatives that advance PAI’s mission.

Qualifications:

  • Bachelor’s degree from a four-year college or university and a minimum of 1-2 years of legislative experience on Capitol Hill or with an advocacy organization
  • Understanding of the Congressional appropriations and authorization process
  • Working knowledge of U.S. international FP/RH,HIV/AIDS,  emergency/conflict settings and gender policy and funding issues
  • Experience developing and implementing legislative advocacy strategies
  • Demonstrated ability to work in and represent organizational interests in coalitions
  • Excellent oral and written communications skills, with an ability to write precisely and concisely for internal and external audiences
  • Strong and demonstrated relationships building skills
  • Motivated self-starter with ability to work independently, as well as part of a team
  • Willingness to register with Congress as a lobbyist under the Lobbying Disclosure Act.

Reporting Structure: The Legislative Policy Analyst will work within the U.S. Government Relations wing of the Advocacy Department and report to the Director of Government Relations. This position will also coordinate with colleagues in PAI’s other departments, including Communications, Research and Development.
