Caitlin Horrigan is a Senior Legislative Policy Analyst at Population Action International where she lobbies the U.S. Congress and Executive Branch on both funding and policy issues. Her issue portfolio includes international family planning/reproductive health, HIV/AIDS and maternal health. Caitlin previously tracked state policy developments and provided technical assistance to affiliates at Planned Parenthood Federation of America. She also coordinated legal intake and investigated potential first amendment violations with Americans United for Separation of Church and State. Caitlin served as an elected member of WIN’s (Women’s Information Network) Executive Committee for two years and has volunteered with numerous campaigns. Originally from Amherst, MA, she graduated from Vassar College where she majored in political science and served as a campus coordinator for Democracy Matters. She has lived in Washington, DC since 2005.
